Abstract (PL)

Celem opracowania jest poprawa efektywności systemu transportowologistycznego Kazachstanu poprzez prognozowanie przepływów tranzytowych w warunkach dużej niepewności. Gospodarkę światową tworzą tranzytowe przepływy logistyczne, realizowane wzdłuż międzynarodowych korytarzy transportowych (MKT). Impulsem napędowym rozwoju logistyki transportowej jest zapewnienie ciągłości przepływów, gdzie efektywnym sposobem są kontenery przewożone multimodalnymi dostawami, w możliwie najkrótszym czasie oraz przy minimalnych kosztach. Obecnie, czołowe pozycje w gospodarce światowej zajmują kraje Azji Południowo-Wschodniej oraz regionu Azji i Pacyfiku, na czele z Chinami. Zmiany te doprowadziły do zintensyfikowania działań, zmierzających do nawiązania bliskich stosunków handlowych między krajami Unii Europejskiej, Azji Centralnej i Kazachstanu, opartych na aktywnym wykorzystaniu ich lądowej infrastruktury transportowej i logistycznej. W rozprawie wykazano, że główną zaletą tranzytu lądowego przepływów logistycznych z UE do Chin i z powrotem przez MKT Kazachstanu jest prawie dwukrotne skrócenie czasu dostawy w porównaniu z drogą morską przez Kanał Sueski. Obecnie jedenaście międzynarodowych korytarzy transportowych przechodzi przez terytorium Kazachstanu. Dlatego, przepływy logistyczne przez MKT w Kazachstanie stają się coraz ważniejsze. W badaniach uwzględniono główne trajektorie ruchu i wielkości multimodalnych przepływów tranzytowych przez Kazachstan w kierunku Chiny – UE i z powrotem, a także specyficzne parametry obiektów infrastruktury transportowej w rozpatrywanym łańcuchu logistycznym. Prognozowanie wolumenów tranzytu multimodalnego przy dużej niepewności, spowodowanej różnymi zmianami koniunkturalnymi przyczynia się do wzrostu efektywności i ciągłości przepływów tranzytowych w przestrzeni Chiny-Kazachstan-UE. Opracowano podstawy metodyczne i wykonano obliczenia prognozowanych wielkości przepływów kontenerowych w warunkach niepewności przez stację kolejową Altynkol-Khorgos (suchy port) oraz kazachski terminal chińskiego portu Lianyungang na kierunkach Chiny – Kazachstan – kraje UE. W ramach rozpatrywanych obszarów, przeprowadzono prognozę z horyzontem do 2035 roku dla przepływów ładunków przez kazachski terminal portu Lianyungang, z uwzględnieniem trzech wariantów:  optymistycznego (maksymalny, uwzględniający również potencjalnie możliwe przepływy cargo w nowym kierunku);  pesymistycznego (minimalny);  uśredniony, traktowany jako podstawowy. W rezultacie przeprowadzonej wielowymiarowej analizy regresji, obejmującej pięć różnych prognozowanych prędkości (tempa) zmian ruchu towarowego, wykazano, że średniookresowa dynamika obrotów towarowych z cargo portu Lianyungang będzie determinowana rozwojem pojemności systemu transportowego i logistycznego (ang. Transport and Logistics System, TLS) Kazachstanu. Praca obejmuje zagadnienia, związane z zarządzaniem tranzytowym ruchem kontenerowym, z wykorzystaniem dostępnych źródeł danych oraz zapewnieniem integracji różnych modeli i metod prognozowania przepływów tranzytowych. Należy podkreślić, że terminowe przeprowadzenie identyfikacji i oceny trendów wpływu czynników koniunkturalnych makrootoczenia na potencjalny popyt na przewozy kontenerowe przyczyni się do efektywnego podejmowania decyzji zarządczych.

Abstract (EN)

The aim of the study is to improve the efficiency of Kazakhstan's transport and logistics system by forecasting transit flows under conditions of high uncertainty. The world economy is formed by transit logistics flows carried out along international transport corridors (MTK). The driving impulse of the development of transport logistics is to ensure the continuous movement of flows, where containers transported by multimodal delivery schemes in the shortest possible time with minimal costs are an effective way. Currently, the leading positions of the world economy have been taken by the countries of Southeast Asia (Southeast Asia) and the Asia-Pacific region (APR), led by China. These changes have led to the intensification of actions aimed at establishing close trade relations between the countries of the European Union (EU), Central Asia (CA) and Kazakhstan, based on the active use of their land transport and logistics infrastructure. The paper shows that the main advantage of the overland transit of logistics flows from the EU to China and back via the MTC of Kazakhstan is to reduce the delivery time by almost 2 times compared to the sea route through the Suez Canal. Now 11 MTK pass through the territory of Kazakhstan. Therefore, logistics flows through the MTC of Kazakhstan are becoming more in demand. The main trajectories of movement and volumes of multimodal transit flows through Kazakhstan in the directions of China – EU and back, as well as specific parameters of transport infrastructure facilities within the considered logistics chain are considered. Forecasting the volumes of multimodal transit volumes with a high degree of uncertainty caused by various conjunctural changes contribute to the increase in the efficiency and continuity of transit flows in the China-Kazakhstan-EU space. Methodological foundations have been developed and calculations of the projected volumes of container flows processing by the Altynkol-Khorgos railway station (dry port) and the Kazakhstan terminal of the Chinese Port of Lianyungang in the directions of China–KazakhstanEU countries in the presence of uncertainties have been carried out. In the areas under consideration, cargo flows through the Kazakhstan terminal of the port of Lianyungang were forecasted until 2035 according to three options:  optimistic (maximum, which also takes into account potentially possible cargo flows to a new direction);  pessimistic (minimal);  average, taken as basic. Based on a multivariate regression analysis, including 5 different forecast rates of change in cargo traffic, it is shown that the dynamics of cargo turnover of the port of Lianyungang in the medium term will be determined by the development of the capacity of the transport and logistics system (TLS) of Kazakhstan. The work covers issues related to the management of transit container traffic, integrating all available data sources and ensuring the integration of various models and methods of forecasting transit flows. Timely identification and assessment of trends in the development of the impact of conjunctural factors of the macro environment on the potential demand for container transportation will contribute to effective management decision-making.
